On November 8, 2019 Congressman Sean Maloney of New York introduced H.R. 5017, Natural Cosmetics Act.
The bill’s formal title reads:
To amend the Federal Food, Drug, and Cosmetic Act to treat as misbranded cosmetics with packaging or labeling using the term “natural” unless the product meets certain standards, and for other purposes.
The standout change is that the term “natural” is now defined within the bill. This is the first time the US government has proposed any definition for the term “natural” within cosmetics. The definition includes that the cosmetic contains “at least 70 percent natural substances” and “no fragrance ingredient other than a natural substance or naturally-derived ingredient”. The term “natural” means any chemical substance that is naturally occurring, and which is “unprocessed” as well as other definitions. The term “naturally-derived ingredient” is also defined in the bill.

The following section, Sec. 604. Definitions is of interest as this is where Natural and Naturally-derived ingredients are defined.
